The European Commission's Brussels IV proposal to simplify the mechanisms of international succession has now been approved by the Council of Ministers and will come into force in 2015 applying to all EU member states other than Ireland, the UK and Denmark. A summary of its provisions can be seen here. Ireland and the UK had opted out of this as discussed previously here and, as the concerns previously mentioned have not changed, it is not yet expected that Ireland will opt in.
